Before the URL structure is decided. Most migration damage is designed in early and discovered after launch, when it is expensive to reverse.
It can be. Client-rendered content is indexed inconsistently and slowly. We assess what is actually being seen and usually recommend server-side rendering or pre-rendering for pages that need to rank.
